This chapter extends the analysis of reverse migration in Ganjam, Odisha, by examining three critical dimensions of the phenomenon during the COVID-19 pandemic-induced lockdown based on empirical insights from Ganjam. First, it investigates the role of destination states in managing the crisis, focusing on the vulnerability of migrant labourers and the lack of adequate support systems. The chapter delves into the responses of these states to safeguard migrants during their distress. Second, it explores the arduous journeys undertaken by migrants as they travelled back to their native places, shedding light on the despair and uncertainty faced along the way. Finally, the chapter assesses the interventions by the native state, that is, Odisha especially the district of Ganjam in protecting the rights of reverse migrants and facilitating their reintegration. Through these analyses, the chapter offers a nuanced understanding of the challenges and adaptive responses that shaped Ganjam’s reverse migration experience, emphasizing the need for equitable governance frameworks in times of crisis.
