As artificial intelligence (AI) and globalization continue to reshape the global economy, the challenge of a widening imbalance has emerged as a central issue in human capital development. Rather than treating these differences as a secondary concern, modern economic policy must prioritize equity as a foundational infrastructure, ensuring that all individuals have access to the skills, resources, and opportunities required to thrive in a rapidly changing labor market. This chapter explores three strategic pillars for embedding fairness into the human capital supply chain: skill-based tax credits and universal basic assets, equity as infrastructure, and the critical role of community-based organizations (CBOs) in delivering localized, human-centered solutions.
