Legal and Policy Foundations of Blockchain-Enabled Global Carbon Markets and Climate Data Systems

The climate crisis demands urgent, coordinated action at a planetary scale to reduce greenhouse gas (GHG) emissions, mitigate the worst effects of global warming, and facilitate adaptation, especially across the Global South. Key to these efforts will be more accurate, widely available, and transparent climate data informing robust, better functioning, and trusted voluntary and compliance global carbon markets. While the current use of offsets has been the subject of increasing scrutiny and criticism, reaching net-zero without them—or even credibly approaching it, whether at corporate, national, or planetary scales—is cost prohibitive and impracticable.
