In the healthcare sector, managing and integrating complex data poses significant challenges. The Directorate of Special Programs (DSP) within the Ministry of Health and Social Services (MoHSS) coordinates and enhances the response to HIV and AIDS. However, despite its pivotal role, the DSP faces substantial data management challenges due to the absence of a centralized data warehouse. The lack of a national data repository within MoHSS-DSP hampers data access and integration from diverse sources. This study investigates the challenges and best practices of implementing a centralized national data warehouse for HIV/AIDS-related data in Namibia. Utilizing qualitative data, the research employed a convenient sampling technique, collecting data through structured questionnaires. The findings reveal a lack of such a repository, hindering the MoHSS-DSP’s ability to make informed decisions. The identified challenges include human resource constraints, connectivity issues, data quality and process inefficiencies, system compatibility and integration complexities, and knowledge gaps leading to unverified and delayed data. The study recommends prioritizing human resource enhancement and training, improving connectivity infrastructure, implementing robust data quality assurance mechanisms, streamlining data management processes, and addressing system compatibility challenges. Additionally, the research suggests future work to explore technological solutions, assess the long-term impact of implemented recommendations, gather end-user perspectives and conduct comparative studies with other countries. The study provides a comprehensive roadmap for the MoHSS-DSP to fortify its readiness and efficacy in establishing a robust national data warehouse, addressing critical domains, and paving the way for informed decision-making in public health.
