National macro-educational policymaking and construction of the education system are directly related to the direction of educational development and the success or failure of educational reforms, which should not only respect laws, but also meet the needs of national conditions and realities. After the reform and opening up, Prof. Gu Mingyuan participated in the promulgation and revision of several important education laws, and was involved in determining many educational guidelines, policies and development plans including: 1985 Decision of the Central Committee of the Communist Party of China on the reform of the education system on the expansion of nine-year compulsory education, the adoption of the Education Law of the People’s Republic of China in March 1995 and the amendment of the Compulsory Education Law of 2006, the enactment of the Higher Education Law, the Degree Law and the formulation of the Education Planning Outline.
