The term means to give peacePeace and comfort to the people and keep the state at peacePeace. It was a governing strategy in the early Tang Dynasty. At that time, under the guidelines of Confucianism, the ruler drew upon the merits of “simplicity and tranquility” and “non-action” advocated by Daoism, and adopted a series of policies to give the people time to recover in view of lessons learnt from the rapid collapse of the preceding Sui Dynasty.
