Personalized learning respects different education and promotes the all-round development of students, which is the essence of education. Learner data accumulated in the teaching resource libraries implies some goals, interests, needs, and expectations. Guided by cognitive theory and using big data technology, a statistical analysis of learners’ behavior characteristics is presented, learners’ possible goals and preferences are summarized to predict learning interests and behaviors, and provide learning strategies and learning resources, which provide decision support for the construction of individualized intelligent learning system.
