The aim of this study was to ascertain the access and use of information communication technology by lecturers and the students in public universities in South-West Nigeria. A eloquent survey research plan was deployed in this study. Using a multi-stage sampling procedure, a sample of 1100 students and 1100 lecturers was chosen from a population of 11 public universities that are owned and funded by Government. A self-designed questionnaire titled: Access and Utilization of ICT Facilities (QAUIF), was used for data collection. Frequency counts, percentages, and Chi-square statistical tests were used to analyze the data collected. Result revealed that ICT facilities are not adequately available in virtually all the public universities and their knowledge and proficiency is very low. On the basis of the findings, recommendations were offered among which is it is therefore recommended that ICT laboratories fully equipped with updated ICT facilities should be established with adequate incentives to train a large number of students and lecturers to facilitate all-round the attainment of the goals of the university education.
