The concept of new relations of production was proposed in response to the requirements of developing new quality productive forces. General Secretary Xi Jinping emphasizes that “to develop new quality productive forces, we must deepen reform, with a view to fostering a new set of well-adapted production relations” (Xi, 2024, pp. 1–4). The Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) calls for relevant rules and policies to be improved to accelerate the formation of relations of production that are more compatible with new quality productive forces.
