How to Develop Education That People Are Satisfied with: The Evolution of Educational Function and the Transformation of Research Paradigm

Elementary education (China’s elementary education includes early childhood education, primary education, and universal secondary education (middle school, high school).) is not only in the key position of the education system, but also has complex features: it is a common cause with universality attracting all people’s attention and a cause with selectivity providing qualified students for higher education. Therefore, basic education is not only a systematic project to improve the quality of the whole nation, but also a project which must consider the will of all people. According to Compulsory Education Law of the People’s Republic of China, “Compulsory education must implement the national education policy and strive to improve the quality of education to enable children and adolescents to develop in an all-round way in terms of morality, intelligence and physique, laying the foundation for improving the quality of the whole nation and cultivating capable young people well-prepared to join the socialist cause with ideal, morality, culture and discipline.” The Outline of Chinese Education Reform and Development (1993) points out more clearly that “elementary education is the foundation for improving national quality.” It not only shows the vitality of life, facing children and teenagers, but also has the quality of future (Ye 2001), establishing the genes of people’s growth and solidifying the basic order of social development.
