The Chinese reform and opening-up in the past 40 years has led to a “great transformation (Roland 2002)” on its economy and society, as well as large-scale institutional changes. In this new period of transformation of the main social contradictions, it is undoubtedly necessary to summarize the experiences and lessons of the past changes, explore the paths of improvement of the relevant institutions, and continuously improve the state’s governance capacity and promote the achievement of all-round modernization. In this process, it should be an important direction for the academic community to reveal the intrinsic correlation and relevant laws between the reform and opening-up and institutional changes, to explain and solve real-life problems in a more targeted manner (Zhou 2000).
