Contemporary society is a digital and information-based society. In this context, governments have an obligation to open public data and information so that citizens, researchers, and public managers themselves can monitor and better understand the city and its relationships, based on the information produced by it in its management process. In Brazil, this obligation is formalized in its municipal, state, and federal governments as of the 2011 Access to Information Law. The execution of such legislation involves the implementation of open data programs. The implementation of such programs, however, faces a series of challenges to fully achieve the objectives. This article presents the challenges and paths taken in implementing the Open Data Program of the City of Fortaleza.
