As discussed elsewhere in this book, China’s current population policy is intended to serve two major goals: the post-demographic transition, and the population development strategy. In earlier periods, the population strategy had different aims, and thus its orientation and key characteristics were different. Here, we must also pay some attention to the population policy’s effects outside the demographic field and efforts should be made to maximize its social benefits.
