In an increasingly interconnected world, non-state actors are reshaping the contours of international politics, challenging the traditional Westphalian notion of state sovereignty. Among these actors, diasporas have emerged as significant diplomatic agents, enabled by the rise of information and communication technologies (ICTs) and the expansion of digital platforms. This chapter explores the evolving role of the diaspora in diplomacy, with a particular focus on India’s strategic engagement with its global diaspora. As transnational networks deepen and digital media strengthens homeland affiliations, diasporas now function as informal yet influential actors in foreign policy, mobilizing public opinion, facilitating investments, and advocating for national interests. In light of these developments, a discussion about how the diaspora’s role as a diplomatic actor is constituted within this context regarding prevailing modalities of engagement, the potential effectiveness, and the inherent limitations involved holds considerable relevance. This chapter broadly examines India’s pursuit of diaspora diplomacy. In doing so, it scrutinizes the emerging issues and trends surrounding the growing prominence of the digital diaspora in India’s diplomatic practices, emphasizing the scope of utilization of digital media platforms. Key questions addressed include the extent to which India has successfully engaged its diaspora, the strategies employed to strengthen diaspora networks and foster closer ties with overseas Indian communities, the implications of digital platforms for India’s diaspora diplomacy, and the prospects and challenges that lie ahead for India’s diaspora diplomacy.
