This article explores the co-creation model for building safe communities, emphasizing multi-stakeholder involvement and innovative communication strategies. It highlights the role of diverse groups, including emerging employment sectors, respected local figures, and people’s congress representatives, in mobilizing community participation, disseminating safety knowledge, and resolving conflicts. Using cases from Hubei Province, China, the study demonstrates that tailored propaganda methods, combining online media, broadcasting, and offline interactions, effectively enhance residents’ safety awareness, foster community consensus, and strengthen social cohesion, ultimately laying a solid foundation for sustainable community safety governance.
