Supply and Trade Risks for Critical Minerals and Midstream Products in Solar Panels in an ASEAN Context

This chapter assesses risks for the supply of critical minerals to countries in the Association of Southeast Asian Nations. The chapter uses a geopolitical risk method, which considers market concentration for critical minerals while combining cross-country data on trade, governance, and globalisation. Copper, aluminium, silver, boron, silicon, selenium, and the midstream category for solar panels of electrical apparatus are assessed. This chapter finds that concentration and risk have generally been low for copper, boron, and silicon for the decade to 2021. However, there have been higher and fluctuating concentration and risk for aluminium and silver. This risk may motivate a portfolio of policies to lower future risks for the critical mineral supply.
