Creating New Industries by Blue Tech: Challenges of Marine Open Innovation in Japan

The Marine Open Innovation (MaOI) project, including marine biotechnology, has been active in Shizuoka Prefecture, Japan since 2019. This is an ambitious project to develop a platform for utilization of marine genetic resources or other marine-related technology and creation of new industries. The concept of Blue Tech Cluster, which is a base of MaOI project, aims at sustainable technology development and industrialization based on science at the urban and regional levels, and it’s further spreading worldwide. It is targeting all industries related to the ocean and water and is also compatible with the Sustainable Development Goals, especially Goal 14: life below water in this region. This chapter aims to clarify the details of the MaOI project, as a new type of the industrial cluster, as an example of how to create new innovation oriented toward sustainable development originating from the region.
