Policy and Regulatory Frameworks for Green Biorefinery: Driving Sustainable Waste Valorization

This chapter explores the policy and regulatory frameworks that support green biorefinery initiatives with a focus on sustainable valorization of waste. Three main domains are considered: national and international policies driving biodegradable waste valorization, the role of EPR in promoting green biorefinery, and the importance of collaborative partnerships in conjunction with government support in advancing sustainable biorefining. National waste management policies, renewable energy incentives, bioeconomy strategies, and international agreements such as the Paris Agreement and the United Nations Sustainable Development Goals (SDGs) are considered foundational elements guiding biodegradable waste valorization worldwide. The chapter also addresses how EPR frameworks promote producers to minimize environmental impacts by designing for recyclability and supporting waste management infrastructure. EPR policies provide an added incentive to develop bio-based products and technologies, and this becomes a closed-loop model for green biorefineries. The chapter also identifies the importance of public-private partnerships, government funding, regulatory incentives, and capacity-building initiatives as necessary drivers of innovation and technology transfer in the biorefinery sector. Governments and industry stakeholders can, through aligned policies, the promotion of EPR, and collaborative frameworks, strive for a circular bioeconomy that makes maximum use of biodegradable waste while reducing the negative environmental impact. In such an integrated effort, this regulatory landscape can catalyze the transition to sustainable biorefineries and hence strengthen resilience and sustainability toward a greener future.
