Multi-domain Ontology Engineering for the Sustainable Management of Infrastructure Networks

Municipal infrastructure networks face the challenge of balancing an efficient and usable infrastructure network with its sustainable maintenance. To achieve this, the different areas of sustainability (in particular economy and ecology) must be harmonized. The circular economy (CE) offers a solution for a more efficient use of resources. In order to establish this, a suitable material flow information management system (MFIMS) must be developed at the infrastructure network level. The two main questions for the MFIMS would be (1) whether material flows are possible under specific boundary conditions, requirements and restrictions for intended measures at a certain time and (2) whether these can be classified as beneficial in the context of sustainability. This requires information from asset management (AMS) and expert systems (ES) to be addressed. Ontologies are suitable for bringing together this heterogeneous and highly connected data, as they provide information in a structured and machine-readable form. The SMINO ontology (Sustainable Management of Infrastructure Network Ontology) developed for this purpose defines the concepts and relationships that are relevant for the description of material flow management at infrastructure network level and also allow conclusions to be drawn about the sustainability assessment, enabling the two target questions defined for this to be answered. The verification was carried out with the help of defined SPARQL queries for a specific measure use case in a municipal road infrastructure network. This information can then be used in the context of higher-level CE-compliant AMS.
