This paper proposes an innovative framework for planning, development and governance of our communities based on Circular Economy (CE), community participation and collaboration between community, research and industry. It is the conclusion of a long-term investigation into the planning aspects of development in Australia, more specifically New South Wales (NSW) (Simovic & Djuric-Simovic, 2022). This investigation brought us to the conclusion that many stakeholders realize that a disruption is needed. The world is grappling with multiple crises regarding sustainable development and sustained improvement of our quality of life. Following the words of a great innovator Buckminster Fuller: “You never change things by fighting the existing reality. To change something, build a new model that makes the existing model obsolete.” (Fuller, n.d.) – our team embarked on a journey of exploring options for an alternative, democratic and sustainable framework of planning urban communities, neighborhoods, precincts with measurable outcomes. That journey involved exploring the past as much as envisioning the future. In our view, Virtual Reality, through Digital Twins, has an important role to play in envisioning, promoting, developing, measuring performance and assisting governance of that future.
