Views of the Rohingya Crisis from Myanmar
摘要
The Rohingya crisis along the border of Bangladesh and Myanmar has been a well-known unsolved issue for many decades. Though the present-day problem of Rohingya refugee repatriation is not new, the emergence of a new actor like the United League of Arakan/Arakan Army (ULA/AA) in Arakan within the changing and complex political landscape produces new questions about the old problem. At the same time, the political crisis that emerged after the early-2021 military coup brought more complexity to the possible resolutions of the Rohingya crisis in Myanmar. The anti-military resistance forces across the country, with now-banished national and regional political parties, are constituted as the National Unity Government (NUG) in order to compete with and defeat the Strategic Administrative Council (SAC) and the Myanmar military. But the NUG has still been unable to represent the diverse ethnic revolutionary groups in the country, and among them the ULA is the most prominent group in Arakan. This chapter addresses the background of the ULA/AA, its policy orientation toward the resolution of the Rohingya crisis, and how it views the repatriation of the refugee population from Bangladesh. Finally, it appraises governance policy toward the remaining Rohingya community inside Arakan, the matrix of Arakan politics, and the possibility of refugee repatriation under the ULA’s initiative.
