This chapter explores how system leaders take up roles in the transformation of low-performing schools in Dili, Timor-Leste, through district leadership practices that respond to educational challenges. Despite Timor-Leste’s commitment to education, the barriers to the attainment of good performance in low-performing schools are enormous, with some of them being inadequate infrastructure, high dropout rates, and a shortage of qualified teachers. Based on interviews with 15 participants, this qualitative study explores how district leaders in Timor-Leste engage in strategic, instructional, and organisational support to improve educational outcomes in low-performing schools.
