Research on the Policy Potential of New Energy Vehicle Promotion in Beijing

This study aims to analyse and evaluate the current state and policy effectiveness of new energy vehicle (NEV) promotion in Beijing, providing strategic recommendations to achieve the target of 2 million NEVs ownership by 2025. We first review NEV accumulating status in recent years and find that at the current rate of increase, achieving the 2025 ownership target is highly challenging. We then identify and analyse a series of policy measures that can be taken by the Beijing municipal government to promote the development of NEVs, including purchase restrictions, fiscal and taxation subsidies, suburban license plate policies, charging infrastructure construction, and specific policies for plug-in hybrid electric vehicles (PHEVs) and fuel cell electric vehicles (FCEVs). Through simulation analysis under different scenarios, we discuss the feasibility of achieving the 2025 target and points out the need for further policy support implementation. The research findings provide insights for policymakers on how to more effectively promote the adoption of NEVs.
