Opening up is for the sake of development, and reform is also for the sake of development. But to advance and deepen the reform, China needs a “new stability”. As far as the world order is concerned, we have entered a phase of chaos and crisis arising from the transformation of the old and new powers. This is also the phenomenon and challenge pointed out by General Secretary Xi Jinping’s judgment that “the world today is undergoing the momentous changes unseen in a century, and the world has entered a period of turbulence and change”. It should be realized that chaos and crisis are not just a simple confrontation between China and the West, but a global structural turmoil.
