This chapter covers many of the aspects that determine the organisation of power and control over the economies, politics, and societies. A reliable regulatory system is an important prerequisite for improving the competitiveness of an economy, achieving the social goals of a society, protecting the environment, and ensuring a sustainable future. This chapter provides an overview of the legal systems of the region’s countries, setting the stage for further discussions since the legal system significantly impacts key provisions of market regulation and the overall regulatory governance in a country. It presents in full the government-wide regulatory policymaking and institutional arrangements put into place in the region’s countries and discusses the processes and tools for adopting regulations, including the stages of drafting, developing, and implementing such regulations. It also describes in detail the practices of quality assurance in regulations in terms of ex-ante/ex-post regulatory reviews and impact assessments, and examines the potential of governments to effectively implement regulatory reforms and changes, as well as the challenges they face in doing so. The quality of law enforcement and justice systems, as well as the corruption control measures which ensure the hierarchy of law within society, are also covered in this chapter.
