To build urban resilience, cities must transition from reactive, piecemeal approaches to proactive, integrated strategies that weave climate considerations into every aspect of urban policy and governance. Emphasising the need to mainstream climate resilience in Indian cities is essential to ensure that climate considerations are fully integrated into the central functions, policies, and planning processes of cities, making it a core component of urban development rather than an afterthought. This paper explores two pivotal frameworks: India’s ClimateSmart Cities Assessment Framework and the globally recognised City Resilience Framework developed by ARUP and the Rockefeller Foundation, to highlight how structured approaches can effectively embed climate actions within urban governance and development strategies. Drawing from experiences on-ground, this chapter illustrates how these frameworks contribute to i) promoting multi-level governance with vertical integration at the national, state, and city levels along with horizontal integration among diverse stakeholders, focusing on policy alignment and capacity building, ii) fostering a shared understanding to address complex, cross-sectoral challenges; and iii) developing local climate agendas with clear roadmaps. The aim is to emphasise the need for a coordinated, collaborative, and comprehensive approach, ensuring that climate resilience becomes a unified and integral goal in urban development.
