Chinese aerodromes play an important role in promoting China as the world’s second-largest aviation services market. This chapter will first introduce a general pattern of aerodromes in China, clarifying the number, location, and development plan of Chinese aerodromes. Secondly, it will address the governance structure of construction, where the Civil Aviation Administration of China (CAAC) plays a crucial role. Meanwhile, this chapter will present the aerodrome management reform promoted by CAAC, particularly in transferring the management of more than 140 aerodromes to provincial governments and the commercialisation of aerodrome operations. Certain large aerodrome holding groups will be selected as examples to demonstrate the modern model of aerodrome corporate governance in China. Thirdly, this chapter will list the legal system of aerodromes in China, including (i) congress legislation that is the Civil Aviation Law of China, (ii) administrative regulations such as the Regulation on the Administration of Civil Airports, (iii) the rules at the ministerial level such as the Provisions on the Permission for the Use of Transport Airports, and (iv) regulations & policies made by CAAC. Lastly, this chapter will look into the future of the governance structure and legal system of aerodromes in China, considering a vital background of promoting the development of a low altitude economy in the next decade.
