This Chapter describes the political process in post-war Iraq, focusing mainly on the course of conflicts, to clarify the background of the three contradictory perceptions that we argued in the Chap. 1 . The chapter emphasizes that, due to repeated conflicts and political strife causing dysfunction in the official state apparatus, non-state actors such as tribes based on subnational networks and Shiite militias with transnational connections began to fulfill various functions instead.
