Navigating Through the Power Crisis: Assessing Land Suitability of Solar Power as Renewable Energy Solution for Long-Term Power Outages in San Jose, Occidental Mindoro, Philippines

In this modern age, electricity plays an indispensable role in our daily lives. However, despite its critical importance, secure access to this necessity remains elusive to the island province of Occidental Mindoro where decades-long power crisis is continuously experienced. Noted by a worsening condition of rotational blackouts and occasional shutdowns over the last six years, the adverse impacts of the energy crisis persistently manifest in the social, economic, and environmental sectors, especially in the Municipality of San Jose which identified the current power crisis as a major developmental constraint in its vouch for cityhood. This study aims to assess the potential of the locality for renewable energy, particularly solar-sourced, by identifying suitable areas for solar power plants which is a vital component of the municipality’s ongoing land use planning. Suitable areas and best locations for solar power farms were identified based on a set of factors using Geographic Information System (GIS) and the Multi-Criteria Decision Making (MCDM) approach, specifically the Borda Count Method. A review of related studies and consultations with local experts were conducted to determine the exclusion criteria and rank key factors for site selection. Results indicate that almost 18% of the total municipal area is suitable for solar power plants, with the optimal locations identified in three barangays based on defined technical, environmental, and economic criteria. The study recommends implementing sustainable strategies such as crafting policies directed towards proper land allocation and developing the locale’s renewable energy potential to help address the longstanding issue of power supply in the municipality.
