With the development of the Internet, countries around the world have introduced their own Internet policies. How to use the Internet to develop the national economy and people’s livelihood while avoiding negative social impact has become the true aim and the balance standard by which to formulate such policies. The Internet is an important infrastructure and target for China’s socioeconomic development. With the development of the Internet industry, the related governance issues also require thorough consideration. The evolving Internet ecosystem imposes behavioral requirements on individuals who participate in it, and China has accordingly taken regulatory measures at the macroeconomic policy level. In recent years, governance of emerging social networks has not only focused on public opinion, but has also involved the changes and rebalancing in the role of government under market reforms. Understanding China’s Internet policy and thoroughly analyzing the network governance model within the current situation will not only help Internet users to clarify their rights and obligations in online life, but will also provide insight for related enterprises by which to formulate technology and marketing policies and to establish strong ties between government and business. The evolution of Internet policy acts as a macroscopic institutional background for this study.

With the development of the Internet, countries around the world have introduced their own Internet policies.
