Accessibility of Higher Education for People with Different Income Levels as a Manifestation of the Inclusiveness of the University

This study dwells on the state of the accessibility of higher education in countries of Central Asia and Russia depending on the level of income and social status of citizens. The focus is on the problem of the necessity of forming inclusive higher education, which would be accessible without limitations by financial and material capabilities. We used ideological provisions and concepts on the equality of all people and the necessity of observing their rights in the sphere of higher education. These provisions are based on a comprehensive combination of theoretical and practical aspects, which are peculiar to the sphere of philosophy, sociology, pedagogics, economics, state regulation, etc. This study contains characterisation of equality and non-discrimination of people by different features, including gender and nationality, as well as physical capabilities and language. The main emphasis is placed on the necessity of ensuring equal rights for obtaining higher education with a low level of income. The role of inclusiveness according to this feature is described, which contains the potential for multiplication of the positive impact of people with higher education in this environment. Analysis of obtaining higher education by groups of people with different financial capabilities in countries of Central Asia and Russia was performed. The results obtained demonstrated the direct connection between the level of education and income, which points to the necessity of supporting less well-off groups of the population in their desire to obtain higher education. However, this vision needs additional research.
