The authors conduct a conceptual study on the issue of inclusion of people with disabilities in higher education, determine the key directions for inclusion, find out the problems of its implementation in universities and specifics of the implementation of the process given the objective and subjective factors, and develop a range of suggestions regarding the improvement of the state of inclusion of people with disabilities in the system of higher education. The research methodology is rooted in the social sciences, integrating theoretical and methodological frameworks from psychology, philosophy, pedagogy, economics, and management. It employs general scientific methods such as observation, generalization, analysis, synthesis, and modeling. The modeling method, in particular, enables the reflection of the interconnected systems within the studied processes and phenomena. The research describes the essence and origin of the inclusion of people with disabilities in the higher education environment. The main directions and problems of such inclusion are determined. This phenomenon is considered from the position of empathy towards people with disabilities and the position of rational actions, which have the potential for raising the level of intellectualization of society and better perception of current human values. The authors offered actions and measures to improve the state of inclusion in the system of higher school. Comprehensive and systemic research on the problem of inclusion of people with disabilities in higher education allows revealing specific features, problems, and reserves for its resolution.
