NSS Design-Based Estimates and Multiplier

As discussed in Chapters 2 and 3 , the NSS adopts a stratified multi-stage design with villages /urban blocks (and ‘sub-units’ in some recent surveys) as the FSUs and households/enterprises as the USUs. In the large FSUs, HGs/SBs serve as an intermediate stage of sampling. Based on the sample, inference about the population parameters is drawn by deriving the estimates after adjusting the sample data with appropriate weights—popularly known as ‘multipliers’—as per the sample design adopted in the survey. The survey estimates are generally published in the form of either aggregates or ratios or in the form of percentage distribution of the target population according to some characteristics of interest.
