As highlighted at the World Summit on the Information Society (WSIS) Secretary-General’s information session on capacity building during the 2030 Agenda for Sustainable Development and the WSIS forum special track on progressing capacity building for mainstreaming ICTs for Development, “capacity building is key, especially in terms of skill development within the context of achieving sustainable development, and in leveraging technology in doing so.” This chapter focuses on how technology is empowering women and girls globally, gender-sensitive digital innovations and inclusion, as well as capacity building. Efforts and initiatives aimed at realizing sustainable human and social development, education, and globalization need to enhance human capabilities to ensure that technological achievements significantly contribute to modern societies in different aspects such as ecology, environment, and sustainable development. Capabilities refer to a community’s ability to use the environment for its well-being and not just its material goods. Capabilities to act include people’s freedom of choice, as well as the social conditions that allow them to participate in the development process. Internal and external barriers hinder a community’s ability to alter the social system and overcome these obstacles. Some tools or measures can help to eliminate the discrepancies: vocational training, workshops, and seminars for sharing best practices, success stories, innovative ideas, and awareness workshops. An education program focused on technology for sustainable development is also imperative.
