Policy and Regulatory Drivers for Renewable Energy Development in India

The paper focuses on the need and drivers for the adoption of Renewable Energy (RE) in India, particularly given the growing concerns about clean energy access, sustainability, and climate change. This paper explores RE adoption trajectories and highlights the role of policies and the regulatory framework enacted since the Pre-Electricity Act era. Apart from Renewable Purchase Obligation (RPO), Feed-in Tariff (FiT), and various government programs, the paper also discusses the role of market instruments like Renewable Energy Certificates (RECs) and Green Day Ahead Markets (GDAM)/Green Term Ahead Markets (GTAM). The challenges of large-scale RE integration, such as variability and uncertainty, and solutions thereof are discussed. The paper concludes with an assessment of India’s progress toward ambitious RE targets, with recommendations to improve existing and new policies.
