Horizontally or vertically contrastive analysis of capital liberalization has a great impact on economic growth, price changes, and financial risks in countries or regions, in which the measuring method is a research hotspot in capital liberalization. Traditional research only does static analysis, it does not consider the trend of capital flows between countries and regions, and ignores the interaction and transmission effects among them. In this paper, the transition probability matrix is generated based on capital inflows and outflows between country and region pairs, the stationary state of capital distributions with the openness levels is analyzed iteratively on PageRank. The proposed model is applied to data collected from 2015 to 2019 to obtain numerous novel results, which brings many inspirations for the decision-making of financial liberalization.
