Silencing the Gun: Examining Policy Measures to Prevent Gender-Based Violence in Nigeria
摘要
While the axiom “silencing the guns” (STG) typically suggests conflict reduction and prevention, the role of gender-based violence (GBV) in the matrix of intra- and interpersonal conflict is a growing research and policy concern globally. This is no different in Nigeria, where despite legal efforts and international promises to combat GBV, the incidence of such violence remains alarmingly prevalent. This study assesses legislative initiatives targeted at preventing GBV in Nigeria, with a particular emphasis on STG as a symbolic and literal tool of violence against women. The study conducts a thorough analysis of scholarly literature, official reports, and policy documents. Using secondary data collection tools, the study examines the role of firearms in exacerbating GBV, especially within the context of Nigeria’s frequent proliferation of small arms and light weapons, and also examines the implementation constraints and challenges that impede the execution of existing laws and regulations. Furthermore, the study investigates promising methods and novel interventions for reducing GBV at multiple levels, including grassroots efforts, civil society advocacy, and international collaborations. Finally, this study emphasises the importance of implementing comprehensive policy measures to effectively silence the gun and avert GBV in Nigeria, thereby advocating for long-term political will, community mobilization, and cross-sectoral engagement to address the core causes of violence against women and build a more secure and equal society for everyone.
