The growing integration and the present economic reach of the BRICS nations demand active and proactive measures in order to ensure the continuation of commerce, the reduction of commercial costs, and the mitigation of threats related to the seas. As presented in the high-level documents of Brazil, Russia, India, China and South Africa, the good order of the seas remains one of the major concerns of their governments, which implies large amounts of money invested in naval security assets. This chapter aims to propose a joint public policy regarding the maritime security of the seas that link each of the BRICS nations (South Atlantic, Indian, South Pacific and Mediterranean), in order to assure lower costs and greater integration, based on contemporary sea power and regional security complex theory. It will use a qualitative methodology—by the introduction of the maritime security policy of each of the BRICS countries, and a comparison of the biggest threats and regions of main concern described for each of them—and biographic review. As preliminary results, we present a draft of a joint maritime policy, focusing on the reach of the assets and oceanic regions of responsibility, including those of BRICS newcomers. We conclude that BRICS should create a joint organisation to plan the best use of the seas and the use of its resources in order to assure its security and commercial perpetuation.
