Fishing and the cultivation of inland waters tend to get out of control when the number of fish caught is no longer in balance with their recovery capacity. There are no social-traditional institutions that regulate or grant rights to use fishing gear and there are no local government regulations, which further encourages damage to the function of the lake. Claiming the location of individual floating nets is the beginning of the “tragedy of the commons”, because there are no shared rules, whether by custom, village, or even the state. The purpose of this chapter is to describe the process of claiming the location of marine cages. This research approach uses descriptive statistical approaches, multidimensional scaling, and interpretative descriptive approaches to analyze the current trend in fisheries performance. The following recommendations are made as a result of this research: (1) claims on aquaculture locations need to be reorganized; (2) access rights should be provided to groups of aquaculture farmers; and (3) rights to fish resources should be recognized. In conclusion, the community is used to customary-based rights guarantees, and indeed customary-based rights guarantees can be relied on to create order.
