A New Soft Systems Approach to Resilience: A Paradigm Shift from Mono to Koto

Although the new concept of Safety-II in resilience remains ambiguous, it is argued that an event-oriented approach using SSM is effective for its realisation. Considering resilience in this way provides valuable insights from the philosophy and process of Japan’s past Quality Control (QC) initiatives. Moreover, Checkland’s invention of the Human Activity System (HAS) using verbs is suggested to have the potential to evolve into the author’s event-oriented systems approach.
