To begin with, systemic risk is not quite the right word: instead it is systematic risk. The difference is that the former is caused by a single entity which threatens to bring down the entire system whereas the latter occurs when vulnerability proliferates throughout the system, but not necessarily from a single source. However, systemic risk has been adopted as a working term in disaster risk reduction (Schweizer and Renn 2019) and thus it must remain. It is clear that the phenomenon will engender massive challenges in order to reduce disaster risks in the future.
