Application of GIS and Remote Sensing-Based GeoSM-NatE Tool and PAR Model to Delineate Urban Flood Hotspot Using: A Case of Chaktai Khal, Chattogram, Bangladesh

The study selected the historic commercial waterway Chaktai khal that exits the city into the Karnaphuli River as a study area. Monsoons flood this watershed annually, affecting livability and the economy. Identifying flood risk hotspot areas in response to these patterns is a crucial first step in developing an integrated system for managing and mitigating urban flood risk. The study adopted the approach of PAR model (Pressure and Release Model), under this model the risk pressure has been quantified using Geo-Spatial Mapping of Natural Ecosystem (GeoSM-NatE tool) and finally under the release model a strategic approach of Blue-Green Infrastructure (BGI) has been discussed. Multi-temporal remote sensing analysis using GeoSM-NatE tool can detect hotspot regions for urban floods, UHI, and pollution utilizing secondary data, RS and GIS analysis. The first part of GeoSM-NatE tool describes the pressure part of PAR model whereas its second part discusses the release part. The research considered 1 km by 1 km grids delineation in Chattogram city corporation (CCC) boundary then using GeoSM-NatE tool from it extracted the grids that are urban flood risk hotspots in Chaktai Khal catchment area. Hotspots have been delineated using five input layers—NDBI, NDVI, NDWI, stream density, and slope delineated on Arc-GIS platform. Sentinel-02 with a resolution of 30 m was used to map NDBI, NDVI, and NDWI, while Cartosat DEMs provided from NASA’s Shuttle Radar Topography Mission (SRTM) was utilized for generating hydrological maps such as elevation and stream density. Finally, the study identified major urban flood risk hotspots in Chattogram city corporation and four under the Chaktai Khal watershed. Two were in the city’s densest wards—4, 6, 7, 8, 16, 17, and 19—at the highest risk. The result has been validated with the flood location reported in multiple sources of government and non-government report such as Chaktai Khal catchment area covers the 10 most flood-prone city wards: 04, 06, 07, 08, 16, 17, 19, 20, 34 and 35. After considering all risk factors, the paper recommends NbS implementation for Chattogram’s urban flood problem in Bangladesh’s Chaktai Khal watershed.
