The author’s goal in this chapter is to cast doubt on the absolute conclusion mentioned above. By examining the difficulties facing the top-down cadres’ recruitment mechanism and the consequences its implementation over the years has had, the author wants to show the extent to which the interests of primary-level authority figures have been institutionalized and how much impact “elections” that have been heavily promoted in the countryside have had on these interests. It is particularly important when we are trying to make sense of the paradox described earlier to assume the practical inseparability of the logic of administration and of politics.
