This chapter examines the ways in which primary-level political apparatus in rural communities are multi-lateral, complex, and at odds with itself, especially the inherent tension between its economic role and its political role, which, in my view, constitutes a source of conflict within these communities. This chapter also addresses the relationship between the gradual detachment of the primary-level political apparatus from rural communities’ public interest on the one hand and the structural instability caused by such detachment on the other.
