In recent years, a critical need to recognize culture as a fourth pillar in sustainable urban development has emerged. This concept is not only being championed by academics but is also gaining recognition among local residents. This article presents the conceptual framework underpinning the Cities-Culture-Creativity (CCC) model of sustainable development, including its key characteristics, development criteria, and the essential conditions for successful implementation within urban settings. Additionally, the article will analyze two case Studies: Kyoto, Japan, and Gwangju, South Korea. By examining these successful implementations, the article aims to extract valuable practical lessons that can inform the development of Vietnamese cities.
