Nature-based solutions (NbS) have only recently entered the planning research and practice in India. Large cities like, Kochi, Chennai, Mumbai, Hyderabad, and Kolkata have taken action to revitalize their blue-green infrastructure. However, being on the cusp of the fourth industrial revolution and associated development, smaller tier II industrial cities also demand equal attention towards NbS. The rapidly changing urban landscape in these cities is leading to a shift of blue-green spaces to built spaces, making it vulnerable to climate change impacts. In the context of cities, agility involves adapting to rapidly changing circumstances, engaging citizens in decision-making, fostering innovation and resilience, prioritizing citizen participation and engagement and seeking input and feedback from citizens for an informed decision-making process. This research focuses on the convergence of components of agile governance and NbS. It aims to understand the stance of urban authority in Tier II industrial cities and analyses the factors that drive or impair the successful implementation of NbS. Following the analysis of surveys and interviews with citizens and city administrators, this research proposes a procedural framework as a solution towards embedding agile principles with respect to the implementation of NbS.
