Floods in highly urbanized coastal areas pose significant risks to the well-being and resiliency of the inhabitants. The ability of a community to recover from disasters is directly influenced by social vulnerability where underserved populations are disproportionately affected by hazards. One way to reduce this impact is to incorporate hazard mitigation measures—including green stormwater infrastructure (GSI)—into land use plans, especially following a major disaster. Research funded by the National Oceanic and Atmospheric Administration provides a novel approach that incorporates stakeholder data, as well as historical and projected storm events, into the planning of GSI projects for two underserved neighborhoods of Kashmere Gardens and Trinity/Houston Gardens in Texas, United States. This chapter discussed the results of (1) a multiple plan analysis focused on resiliency planning, hazard mitigation, and lessons learned from Hurricane Harvey in 2017, and (2) an analysis of engagement with residents through semi-structured interviews and at various events in the community to highlight how land use decisions have impacted the disaster experiences of residents and, ultimately, their readiness to participate in the planning process. The chapter concludes by outlining the major findings and implications for flood management strategies in vulnerable coastal and non-coastal communities facing similar challenges.
