An Integrated Multi Criteria Decision Making Model for Selection Contractor in Tender Evaluation

Strategic contractor selection is crucial for project success, impacting quality, schedule, cost, risk management, and contractual obligations. Indonesia’s e-procurement system (LPSE) connects the community and government, managing procurement data online. However, it faces limitations such as unfair evaluation criteria, unrealistic implementation times, high qualification requirements, short auction processes, and poor coordination between The Commitment Making Officer (PPK) and working groups (Pokja). To prevent these issues, a systematic, open tender assessment procedure with defined criteria is needed. Multi- Criteria Decision Making (MCDM) is a tool used to eliminate criteria selection and compile methodical decision-making. Techniques include AHP, ANP, TOPSIS, PROMETHEE, VIKOR, and ELECTRE, with AHP being the most widely used method. The study on tendering and selection lacks integration of MCDM using ANP and WASPAS methods. ANP is better for complex scenarios, while WASPAS prioritizes suitable alternatives using weighting, providing accurate, error-reducing results, more mathematically straightforward, and yielding more accurate findings.
