Mine Policy and Regulation
摘要
The digital economy can be a substantial contributor to decarbonization. An indispensable part of this process is the production of semiconductors, which support digital goods and services. Meanwhile, seabed mineral resources are attracting attention because they contain abundant rare metals, which are raw materials for semiconductors. Consequently, the test mining of these resources has been considered or is underway in recent years. However, the impact, including irreversible ones, of resource mining on the marine environment and ecosystems remains unclear. In addition, marine ecosystem degradation may impede the climate change mitigation effects of blue carbon. Moreover, marine ecosystem changes may influence the blue economy and, thus, its associated stakeholders in the fishing, tourism, transportation, and energy industries. Seabed mineral resources can be a resource curse or blessing depending on the socioeconomic context. In particular, a better understanding of the mechanisms and interdependencies between seabed mineral resource extraction and a sustainable blue economy needs to be understood. This chapter briefly overviews the individual components necessary for future economic model analyses.
