One of the factors encouraging improvements to road infrastructure in partner cities, especially Samarinda City, is the existence of IKN Nusantara in East Kalimantan Province. The condition of Samarinda City as the capital of East Kalimantan Province has problems with the condition of road pavement, which often occurs due to overloading or frequent flooding in the city of Samarinda. For this reason, there is a need for an analysis of the level of road damage in Samarinda City, which of course means what programs must be carried out to improve the condition of the roads. The calculation steps for the level of road damage use the PCI method, and the handling program uses the Binamarga method. The results of the analysis of the level of damage to roads in Samarinda City produced a Pavement Condition Index (PCI) value of 42.35 for an overall average based on a PCI rating value of between 41 and 55, so it was categorized as being in poor condition. To carry out an analysis of the maintenance program based on the Highways method, it produces a value of 6.50 so that based on the priority value for handling the Highways method between 4 and 6, a maintenance program with periodic maintenance is carried out. Determining pavement using concrete construction is applied to areas that have soft soil conditions and large vehicle loads to reduce road damage in Samarinda City.
